Sewer service in most of Menlo Park is run by the West Bay Sanitary District rather than the city. You own the private lateral from your building all the way to the connection at the public main. The district will sometimes clear the section between the main and your property line cleanout, but only if the lateral and cleanout meet its code, so it is worth a call to them before a backup turns into a bigger job.
